The Dean of Allied Health and Public Services provides leadership
for the school and directs the administrative and managerial
functions of the school. The Dean supervises all school personnel
and advocates for the school. As the administrator of the School of
Allied Health and Public Services, the Dean is accountable for the
programs and activities of the school; implementation of policies
and decisions of the Vice President, Academic Affairs, the
President, and the college Board of Trustees; maintaining
productive relationships with other college leaders/areas; and
representing the school's interests through various councils,
committees, and outside agencies as appropriate. The Dean of Allied
Health and Public Services is responsible for the effective
operations of the following programs: Addictions and Integrated
Treatment Studies, Criminal Justice, Diagnostic Medical Sonography,
Early Childhood Education/Education, Emergency Medical Services,
Fire, Medical Assisting, Medical Laboratory Technician, Physical
Therapy Assistant, the Police Academy, Social Work, and all
associated degrees and certificates.
DIMENSIONS
Capital equipment and network infrastructure budgets. Plans,
specifies, and prepares purchase requisitions; recommends equipment
upgrades, replacements, and repairs.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Provides leadership and direction for curriculum and program
development; makes
recommendations and improvements as needed; supports strategic
course scheduling efforts.
Works with faculty in establishing program learning outcomes and
leads the faculty in designing and implementing data collection,
assessment processes, and program review that leads to ongoing
program improvement.
Leads student success initiatives that support and improve student
academic achievement, retention, and completion.
Provides leadership for maintaining appropriate program approvals
and accreditations
from external agencies.
Develops new programs in response to community needs.
Recommends employment, promotion, and retention for faculty and
staff within the school; conducts periodic evaluations of faculty
and staff; provides mentoring to faculty and staff as
appropriate.
Oversees and/or provides for selection, orientation, monitoring,
and evaluation of adjunct faculty.
Creates a supportive work environment that encourages progressive
and dynamic instruction based on evidence-based practices;
encourages effective communication within the school, college, and
community; and is responsive to day-to-day issues with students,
faculty, and staff.
Develops a strategic plan for the school that aligns with the
college's strategic plan and which allows for appropriate planning
for the needed human and instructional resources of the
college.
Plans, coordinates, and monitors budget expenditures for the
school.
Seeks and manages grant-funded initiatives as appropriate; develops
partnerships and collaborations with outside entities in order to
serve students and the community well.
All other duties assigned by supervisor.
EDUCATION and/or EXPERIENCE
Five years to ten years of similar or related experience.
Three (3) years of teaching experience in higher education is
required, community college experience is preferred.
Three (3) to five (5) years of supervisory experience required.
A Master's degree in Health Science or Public Service or a related
discipline required, Ph.D. preferred.
Experience with specialized accreditation preferred.
SKILLS AND ABILITIES
The ability to motivate or influence others is a material part of
the job, requiring a significant level of diplomacy and trust.
Obtaining cooperation (internally and/or externally) is an
important part of the job and a high level of interpersonal skills
is critical to the success of this position. Work frequently
involves contacts requiring considerable discussion of problems,
material presentations, and resolving issues impacting departments
or divisions.
Budget Impact: Administers and manages the School of Allied Health
& Public Services budget, in accordance with Clark State College
policies and in compliance with requirements and regulations of the
government.
The position requires a high level of management skills including
planning, organizing, reporting, communicating, forecasting,
budgeting, supervising, delegating, and evaluating.
The position requires an understanding of all the allied health and
public services technology programs and attention to changes in
state laws and accreditation standards relative to these programs.;
familiarity with teaching strategies for both traditional and
non-traditional instruction, including Internet-based instruction,
and an understanding of post-secondary education in the community
college setting and the link to secondary education.
The position requires the ability to identify and address problems,
conduct both short-term and long-range planning, articulate and
implement policies and describe issues in an understandable manner,
and represent the College and the school to the external community
in a positive light.
The position requires the human relations skills to develop good
working relationships and trust within the school faculty and staff
and other Collegiate constituents, the ability to delegate and to
hold others responsible in a way that instills confidence and
self-respect, a sensitivity to the needs of the faculty, staff, and
students, and an ability to effectively use the participatory
process in decision making.
LANGUAGE SKILLS
Ability to read, analyze, and interpret general business
periodicals, professional journals, technical procedures, or
government regulations. Ability to write reports, business
correspondence, and procedure manuals, Ability to effectively
present information and respond to questions from managers,
faculty, and students.
MATHEMATICAL SKILLS
Ability to work with mathematical concepts such as probability and
statistical inference. Ability to apply concepts such as fractions,
percentages, ratios, and proportions to practical situations.
Ability to add, subtract, multiply, and divide in all units of
measure, using whole numbers, common fractions, and decimals.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of
concrete variables in situations where only limited standardization
exists. Ability to interpret a variety of instructions furnished in
written, oral, diagram, or schedule form.
PHYSICAL DEMANDS
While performing the duties of this job, the employee is regularly
required to sit; use hands to finger, handle, or feel; reach with
hands and arms, and talk or hear. The employee is occasionally
required to stand and walk. The employee must occasionally lift
and/or move up to 20 pounds. Specific vision abilities required by
this job include close vision and ability to adjust focus.
WORK ENVIRONMENT
The work is performed in an office-like environment with a minimal
amount of noise. Regular exposure to favorable conditions such as
those found in a normal work environment.
